House Of Representatives Rejects MTN’s Offer To Pay N330bn Fine

The House of Representatives yesterday rejected an agreement reached between the Federal Government and MTN that the telecoms giant should pay a reduced fine of N330 billion ($1.7bn) as against the N1.04 trillion ($5.2bn) originally slammed on it by the Nigerian Communications Commission (NCC).. The NCC had on October 20 last year imposed $5.2 billion on the company for allegedly undermining efforts by the Nigerian government to tackle security challenges and the war on terror and allied crimes, as the telecoms operator allegedly refused to deactivate unregistered mobile phone lines on its network. Both NCC and MTN had confirmed the development in separate statements yesterday The Director of Public Affairs of NCC, Mr Tony Ojobo, said in Abuja that MTN would pay the fine in six tranches over the next three years. As a result, the government "no longer requires the assistance from Apple" to break into the phone — and is dropping its efforts to compel Apple to crack its own iPhone encryption against its will. In some sense, Apple is now off the hook. For the time being, the two sides have sidestepped a massive fight over the competing interests of national security and digital privacy — a fight in which Apple might have looked like it was siding against efforts to combat terrorism. Malawi Drafts New Cyber Laws To Control Social Media

The Malawian government has announced the drafting of new cyber laws to control the use of social media across the country, local newspaper Nyasa Times reports. According to Information Minister Jappie Mhango, a bill that will impose harsh punishment for “abusers” of social media platforms, would soon be tabled before parliament. Speaking during an interview with the Malawi Broadcasting Corporation (MBC), Mhango said the bill was aimed at refocusing the medium of social media so that it could be used for discussions around developmental issues affecting the state. Mhango made an indirect suggestion that certain legislators and publicists were abusing WhatsApp, as they discussed a wide range of political, economic and social issues, much to the concern of the ruling Democratic Progressive Party (DPP). “This is a big concern to us. Twitter’s New Timeline Is Now On

Twitter’s new timeline which displays tweets based on importance rather than chronology is now the default setting for all users. Twitter rolled out the feature in February, but it was initially opt-in. Now, however, reports are emerging that the company has gone and made it the law of the land, notifying users with a message when they first sign on. In the blog post first announcing the change, the company noted, “We will be turning on the feature for you in coming weeks, look out for a notification in your timeline.” Simply go to your account settings, scroll down until you reach the “timeline” section, and uncheck the box that says “show me the best Tweets first.” Reports gathered that some users appear not to have received the notification in their timeline, and that the setting was turned on anyway. Facebook Acquires MSQRD, a Live Filter App For Video And Selfies

In perhaps what is the most spooky way of announcing an acquisition, Facebook founder and CEO Mark Zuckerberg, announced that the company has acquired Masquerade, known as MSQRD, an app that adds live filters to smartphone images and video.  Zuckerberg made the announcement whilst using the app and looking like Iron Man and coding his own AI, which he had promised to build earlier this year. The financials around the deal are not known, with both companies keeping mum on the issue. MSQRD, an app built by Belarusian startup Masquerade, is a live filter for video and selfies. The app allows users to overlay selfies and videos with animated filters, ranging from celebrity faces, adding a monkey face and swapping faces with friends. MTN Sets Aside N119bn For NCC Fine

  Phuthuma Nhleko, Executive Chairman, MTN Group, South Africa has disclosed on Thursday that the company has set aside N118.8 billion (about $600 million) to cover a potential settlement of the fine imposed on its Nigerian subsidiary by the industry regulator. This signalled that Africa’s largest mobile-phone company was confident the N780 billion penalty imposed on MTN Nigeria by the Nigerian Communications Commission (NCC) may be reduced. The provision, which includes a N50 billion ($251 million) installment paid last week, accounts for about 15 per cent of the total fine. Nhleko also said the company may list its Nigerian unit on the Nigerian Stock Exchange (NSE), reported Reuters. According to him the company’s 2015 results that the listing would take place in Lagos once the company resolves the disputed fine with the Nigerian government.   The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umaru Garba Danbatta has warned Nigerians to desist from the use of second hand and substandard mobile phones, saying such devices pose greater risk to the users.   The NCC boss gave the advise at the occasion marking NCC special day at the ongoing 37th Kaduna International Trade Fair.  Professor Dambatta who was represented by Hajia Maryam Bayi debunked the insinuation that masts and towers pose health hazards to residents around such facilities, saying cell phones, pose greater health risks than masts. Nigeria’s Telecoms Users Increase By 340,525 In January – NCC

  The Nigerian Communications Commission (NCC) has disclosed that the active subscribers in telecommunications industry increased by 340,525 in the month of January 2016.   The regulatory body made this known in its Monthly Subscriber Data, which was made available to NAN in Lagos on Sunday, which noted  that the active lines in Nigeria stood at 151,357,769 for the month of January, against the figure of 151,017,244 in December, 2015.  According to the data, 149,022,919 of the 151,357,769 active numbers subscribe to the Global System for Mobile Communications (GSM) network services.  The GSM operators’ active customers increased by 341,557 from the 148,681,362 subscribers they recorded in the month of December.  The Code Division Multiple Access (CDMA) operators had 2,147,982 active users in January, indicating a decrease of 745 from the 2,148,727 customers they had in December.   President Muhammadu Buhari has said that MTN delay to register Nigerians on their network contributed to Boko Haram invasion in the country. Buhari disclosed this during a joint press conference after holding a closed-door meeting with South African President, Jacob Zuma at the Presidential Villa, Abuja. He said: “This is the first time I am making public comment on it (the MTN fine). Our concern is the security, not the fine”, Buhari stated, noting that Boko Haram insurgents had so far killed over 10,000 Nigerians”.   The House of Representatives has said that the N1.4trillion fine imposed on MTN by the Nigerian Communications Commission (NCC), must be fully paid as against the N780bn the Federal Government negotiated with the telecoms service provider. According to the  lawmakers on Wednesday, the role played by the Minister of Justice and Attorney-General of the Federation, Abubakar Malami, in the negotiations leading to a reduction in the fine is not the best. The development came as the House ordered an investigation into the alleged non-remittance of levies and surcharges by the Nigerian Maritime Administration and Safety Agency, totalling $10bn.  The Chairman of the committee, Sajeed Fijabi, noted that the NCC, being the government approved regulator, should have led the negotiations and not the AGF.   WhatsApp said it will disconnect  Blackberry, Nokia phones users and other customers using old version of Android and windows software by December 2016. The announcement was made on Friday after the ‘messaging giant’ turned 7 years old.
